--offline prevents from using JBR even if it is already downloaded #1251

When we use gradlew runIde --offline, the IDE frame looks strange (see screenshot: there's a mix of the new and old UIs), intention icons and editor highlightings are low-DPI, and there're no bundled fonts (JetBrains Mono, Inter).

Environment:

  • OS: Windows
  • Gradle IntelliJ Plugin Version 1.10.1
  • Gradle Version 7.5.1
