Currently directory can be obtained with expression

$stubsDir = dirname((new \ReflectionClass(PhpStormStubsMap::class))->getFileName());

After this PR it could be simplified to

$stubsDir = PhpStormStubsMap::DIR;


          Added PhpStormStubsMap::DIR constant to simplify integration
