Windows: recover from buffer overflow errors in smartblockdns

• Recovers from buffer overflow errors in smartblockdns.
  • Merges Windows: an unexpected error occurred reports (#994) #1020 by @Siberiawind, which has been reviewed and tested locally on Windows 10.
• Builds the smartblockdns binary.
• Fixes instances of "Sorry, an unexpected error occurred" error #994.
