OMMX Artifact (#23)

Resolve #15 and #18

- Define OMMX Artifact, an OCI Artifact of type
`application/org.ommx.v1.artifact`
- Contents of OMMX Artifact is
https://github.com/Jij-Inc/ommx/blob/on-disck-format/ARTIFACT.md
  - This is created by `ommx::artifact` submodule.
- An executable `ommx` is introduced. Currently only has a subcommand
`inspect`
