I removed a good deal of historical-interest only files like ChangeLog and NEWS that we were no longer updating, since they'll stay in the git reflog forever.
I updated HACKING to be a bit more informative, and left a note in TODO saying we were no longer updating it, with a link to our milestones page on GH.
