feat: initialize project with essential configurations and documentation

This commit adds core configurations and documentation to kickstart the `streamable-tools` project. It includes the addition of `.editorconfig` for maintaining consistent coding styles, an extensive `.gitignore` to prevent unnecessary files from being committed, a `LICENSE` file specifying the MIT license, and a basic `README.md` for project documentation. Moreover, it incorporates a `package.json` with initial dependencies and scripts focused on format checking, along with a `tsconfig.json` to configure TypeScript according to the project's coding standards. Also, it introduces a `bun.lockb` binary file, signaling the use of Bun for package management, potentially enhancing the project's performance and development experience. These changes lay a solid foundation for future development, ensuring a standardized and clean codebase from the outset.
