DelayStart is a super-simple command-line utility written in C#. It launches a certain program (with or without arguments) after a certain delay. It was written in about 5 minutes for me to have a simple way to delay launching startup items on a server.
DelayStart requires two arguments, and has one optional argument. The first argument it the delay (in seconds) to wait before launching the program. The second argument is the program to launch. If you are launching the program with arguments, do not put them in this argument. Instead, use the third, optional argument for this.

DELAYSTART time program [arguments]
time The amount of time to wait before running the program (in seconds).
program The program to run after the delay.
arguments Optional arguments to be passed to the application.
