This PR adds an information message to the joomgallery userpanel with a link to the JoomGallerya firends website:

Here we can publish an article for the joomgallery users on how they can upgrade their component to JoomGallery 4.
As long as the JoomGallery 4 is in development we can just add a text to this article that JoomGallery 4 is under development. As soon as we released the first stable verion we can add the correct instructions on how to upgrade the component.
