@l1dev I think this is a good initiative! Just a few notes:

• The new incentives you linked in the first line is an outdated version of them. It was a very early draft. The most recent version is here: https://joystream.gitbook.io/testnet-workspace/
• The incentives v3 program doesn't mention anything about the council secretary role, I think its still highly useful to have I just don't know where or how it fits into the new things.
• It may be assigning too much to one person to keep track of the WG leads (keep in mind there are now nine WG leads in olympia. There is a new feature in olympia (I am not sure exactly how it works just yet) called storageWorkingGroup.statusTextHash. I believe the leads of every WG can set their own status via the extrinsic setStatusText which is how they could provide updates. It should probably fall on the leads to update the community/DAO via their status field (this isn't shown in Pioneer yet I think, but I'm guessing will be available on-chain)
