CompatHelper: bump compat for "FillArrays" to "0.12" #334

This pull request changes the compat entry for the FillArrays package from 0.10, 0.11 to 0.10, 0.11, 0.12.

This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

We can try again once JuliaRegistries/General#40847 goes in and a new version of Kronecker.jl is tagged (turns out Kronecker.jl didn't need a FillArrays dependency at all, so it no longer has one!)

Not sure, but I'm seeing them in #340 as well, so I think it's safe to conclude that it's not related to this PR. I don't think we should block this because of that.

@theogf if you merge master in to this branch, the tests should now pass.
