The code loading needs to be documented because tool writers need to understand how it works.

@StefanKarpinski perhaps this can be closed now? Do you consider the current docs enough for e.g. an IDE-writer to implement how code loading works?

I do think this is covered now by https://docs.julialang.org/en/latest/manual/code-loading/
