New version: AdaptiveResonance v0.8.1 #76785

This patch principally updates the documentation; the README and hosted docs have some updated links and text, and the strategy for loading images for the documentation has changed to a combination of downloading assets at build time and linking directly to external hosting. These changes mainly have the end result of removing a majority of file storage in the repo, reducing the project's overall size.
