This pull-request is just an FYI. This patch is needed for any Rails production-test apps (or environments) so that they'll serve stuff out of
/assetswhen run locally. E.g. I'll create adevbuildenvironment in some apps which uses my dev DB, but otherwise has all production-like settings.
