* Unfreeze MiniAVC and add NetKAN data The NetKAN file was never completed; it was originally just a placeholder for the identifier. * Name tweak and improved abstract In the developer's [documentation](http://ksp.cybutek.net/miniavc/Documents/README.htm), the plugin is referred to as KSP-AVC, not KSP AVC. The abstract has been updated for accuracy and descriptiveness. * Freezing TACLS-Config-Stock No longer needed as per [KSP-CKAN#5326](KSP-CKAN#5326). * Freezing TACLS-Config-RealismOverhaul No longer needed as per KSP-CKAN#5326. * Removed TACLS-Config dependency No longer needed as per KSP-CKAN#5326. * Revert "Unfreeze MiniAVC and add NetKAN data" This reverts commit 2270e23. * Revert "Name tweak and improved abstract" This reverts commit 700a954.

Before the TACLS update for KSP 1.2 the life support settings were not accessible via Module Manager, so CKAN used the "multi-choice" system to allow the user to select between the stock and the RO config. Now, it uses a global config (that can be modified via MM), meaning that this system is not needed now (RO has updated it's own configs for this change).
