Describe your problem with KSPCF :

As the title says, if the user choose to deactivate RefundingOnRecovery on the Settings.cfg, KSP-Recall's Refunding is still removed from the Parts.

KSPCF should remove Refunding only when its own RefundingOnRecovery is enabled.
