Server sided footsteps are more consistent, also replay bots make no sound climbing ladder without this change.

@Ferexx didn't we try this and concluded that it has some really dumb side-effects?

Yes, we did. Though I'll be damned if there's any chance of me remembering what exactly they were.
I think if you had any kind of lag you'd stop being able to hear your own footsteps, sometimes the steps were out of sync, etc.
There was other stuff too, I forget

Would be weird if that happens, considering it's enabled in professional tournaments and Valve's matchmaking servers.

Tried it a bit and didn't have issues yet. Will merge it for now but keep an eye on it in case those issues come up again.
