I tried to capture that in this "This device will also need to protect the user's private key when IAL2 or high is required." Perhaps we need to see if doc is consistent in use of credential versus private key - that could be in security section |

moved "phone as hc cred" from actors section to terminology section at noreen's suggestion. split the actor to "mobile device" and "mobile app" as the perform different functions |
