From Jeff - change all uses of smart phone to mobile device and where just phone is used, change it to device? I think it would be more encompassing as users do use ipad and other similar devices to download apps

The following is all that their is in the current draft
User's (Patient’s or Guardian’s)  Phone as Health Care Credential

  • to fix this in a more comprehensive manner might require something like
    A mobile device that can connect to the internet and securely run the mobile app. This device will also need to protect the user's private key when IAL2 or high is required.
    A mobile app that is certified by an appropriate federation authority to correctly relay the user's intent to any web site that needs the assurances described in this specification.

I tried to capture that in this "This device will also need to protect the user's private key when IAL2 or high is required." Perhaps we need to see if doc is consistent in use of credential versus private key - that could be in security section

moved "phone as hc cred" from actors section to terminology section at noreen's suggestion. split the actor to "mobile device" and "mobile app" as the perform different functions
