What does this PR do?

Allow users to sort expense items

Description of Task to be completed

Users can short by the amount or created_at

How should this be manually tested?

?sort=amount:asc --> to sort by amount ascendingly
?sort=created_at:desc --> to sort by dates descendingly

Any background context you want to provide?

By default, Expenses are sorted by date create.
