Add an endoint like portland.biketag.org/verify/42 which shows a dashboard that gives a verification score (%) and shows GPS location data (if present) and allows admind to "approve" a new tag. This work falls in line with the feature described in #62 and #63.

Maybe we could also add an IFTTT applet for biketag that includes the last tag location image to verify.

In the email that goes to the BikeTag Ambassadors, we can add a nonce to the verify link that adds a bit of security to this URL to ensure that it is not abused.

This has been implemented, somewhat. It will not be improved for the BikeTag website.
