Motivation

Use correct permission approach for list table data and actions in Admin pages
Update Admin client packages to latest version
Add support for local NuGet package testing with DancingGoat application
Handle migration of ResourceInfo to use CMS prefix to fix code generation bug
Resolve linting warnings/errors
Add new CMSLuceneSearchDisableIndexing app setting and deprecate old one
Add new AddKenticoLucene startup extensions and deprecate old ones

Code follows coding conventions held in this repo
Automated tests have been added
Tests are passing
Docs have been updated (if applicable)
Temporary settings (e.g. variables used during development and testing) have been reverted to defaults
