Update editorconfig and add Issue templates

Motivation

• Update editorconfig to keep formatting consistent with XbK standards
• Create Issue templates

Checklist

• Code follows coding conventions held in this repo
• Automated tests have been added
• Tests are passing
• Docs have been updated (if applicable)
• Temporary settings (e.g. variables used during development and testing) have been reverted to defaults

How to test

• Verify that it is required by editorconfig to separate using groups in .net projects-
• Check that new repository created out of the repo-template provides user with issue templates
