Once we get a service that interacts with existing Traffic Ops data, we must next extend the data that is stored to include the information of the configuration differences between caches and the cache group configuration.

With commit 56f3294 there is a simple service with a psql database backing it. This information isn't useful yet but shows the beginnings on how it should work.

The database is in a configuration that allows for a many-to-many relationship with servers (the desired configuration) and it reflects the data collected and submitted by the ort script.
