SCTP is a rarely used network protocol that has had dangerous vulnerabilities before. It should be disabled to reduce attack surface and compile time.
The netfilter SCTP modules are disabled as there's no point of them when SCTP doesn't even exist in the kernel.
CONFIG_DLMis also disabled as it depends on SCTP and is unused.
