where to define url

my app

app is my sublime project

--app
-------htdoc
--------------index.php

when i use shif+f8 start debugging, it show no url defined in project setting file, where is the project setting file

In sublime, press Project in the menu, then save and/or edit project.

same issue, I already followed the instruction but still show "No URL defined in project setting file"
