Removed bibtex.json; updated CHANGELOG.md accordingly

See: https://sphinxcontrib-bibtex.readthedocs.io/en/latest/changes.html The sphinxcontrib-bibtex package no longer relies on the bibtex.json file (as of version 2.1.0, Dec 2020). Therefore we can remove the docs/source/.bibtex.json file. Also updated the CHANGELOG.md file accordingly. Signed-off-by: Bob Yantosca <yantosca@seas.harvard.edu>
