Updates in preparation to release KPP 3.0.0-rc.0 (release candidate)

CHANGELOG.md conf.py gdata.h - Updated version number to 3.0.0-rc.0 docs/source/getting_started/00_revision_history.rst - Updated text, removed the "this version is currently in preparation" sentence. Signed-off-by: Bob Yantosca <yantosca@seas.harvard.edu>
