Update version numbers to 3.0.0-rc2 in conf.py and gdata.h

NOTE: src/gdata.h was using the format 3.0.0.rc-1 but should have been 3.0.0-rc.1. Now fixed and updated to 3.0.0-rc.2 Signed-off-by: Bob Yantosca <yantosca@seas.harvard.edu>
