Scraping fails - direct links to BCC planning site fail

Underlying problem was a change form http to https
The failure of the scraping however resulted in empty data replacing good data in the datastore

Data restored from a May backup so some loss of data . Code changed to detect failure

Working again but problem with scrapping comments remains - urgent to solve so that portal can go back to being live.

documents page had been restrurctured - code corrected and comments not scrapped again
