After acquiring both the Enlightened/Corrupted Nine-Tails perks and doing an another ascension playthrough, I found it is impossible to acquire nine tails through either the pure/corrupt method, despite hundreds of attempts with a kitsune character which possesses eight tails currently.

Steps to reproduce are many, since you need to ascend at least twice to get both perks permed. But a save file for testing would be very helpful.

Fix permed ninetails perks

Fixes Kitteh6660#1387

If you had both ninetails-perks (Corrupted and Enlightened Nine-Tails)
made permanent, there was no change to get the ninth tail after that.
This should fix that. Having both perks permanent, now meditating at the
kitsune-shrine and/or using the mystic jewel with eight tails should now
still give you the ninth tail..
