[Question] Attempting to "Swoon" the Russet Rogue

Overview

Raphael the "Russet rogue" cannot be swooned.

Game version

1.0.2_mod_1.4.18b

Expected behaviour

I should have the option to "swoon" Raphael.

Actual behaviour

The option is barred.

How often can this be reproduced?

So far I have not achieved my desired result out of several tries.

Steps to reproduce the issue

1. Have all requirements stated by Github code or the CoC wiki.
2. Achieve the random encounter.
3. See that the swoon option is not usable.

My description is as follows and I have tried many variations of hip and butt size:
You are a 5 foot 10 inch tall female human, with a somewhat lithe body and a fair amount of definition. You are currently wearing your glistening gel-armor plates and comfortable panties and using your beautiful sword as a weapon. Your face is human in shape and structure, with slimy, green skin.
