Allow server-side overrides of the default header & footer for AngularJS based pages. This commit also makes sure that the contents of viewNotes.html will not be displayed for private projects unless the user is properly authenticated.
We were accidentally overwriting the first few entries of our response.

If you create a header.html or footer.html in local/views that version will be used instead of the default one that ships with CDash.
