Delayed Response Fix

• Fix openwhisk delayed response
• Fix issue with kong.tools.public (using non-existing function)

Keepalive time fix

• keepalive value now being used in resty.http.set_keepalive
• resty.http.set_keepalive now called after reading the response body
• Updated doc to show keepalive and timeout are in ms
