Lots to polish-up here...

Fill in Interrupt defaults if INT 0/38/66 are missing
Check for collision of Interrupt 0 and START on Master System
Placement of the ROM Header
Check SEGA 1 KB slot doesn't overflow
Check for initial 48 KB overflow
Check for Page/Slot overflow
