I checked the other IDEs to make sure Rubymine's FIX is the oldest and it is, so 15.0.0, should work in anything besides RubyMine and WebStorm 2023.1 because 2023.1 was weird and RubyMine and WebStorm's FIX predates IntelliJ's 🤷🏻‍♀️ .

Verified 15.0.0 would not install in RubyMine or WebStorm, but a build of this PR would
