Can't build KubeJS in IntelliJ.

Doing Gradle sync in IntelliJ returns an error after around an hour:

* What went wrong:
A problem occurred configuring project ':forge'.
> Could not resolve all files for configuration ':forge:detachedConfiguration4'.
   > Could not download icu4j-61.1.jar (com.ibm.icu:icu4j:61.1)
      > Could not get resource 'https://maven.minecraftforge.net/com/ibm/icu/icu4j/61.1/icu4j-61.1.jar'.
         > Premature end of Content-Length delimited message body (expected: 12,328,871; received: 10,148,344)

I can download the file manually, but I have no idea where to put it.
Edit: I'm using the 1902 branch.

wait a sec downloading it manually gives me a different file size than chrome says
im downloading it and it says .../11.8 MB but the file size after downloading is only around 8 MB
wtf?

edit: so i just tried again and the file size was different than it was earlier...
something is happening here
opening the jar file shows that there are many files missing in the smaller one that exist on the larger one

I fixed it by downloading the file from another source, getting the SHA1 of the file by using the link above and adding .sha1 to the end (and getting the SHA1 of the downloaded file to make sure its correct), navigating to %userprofile%\.gradle\caches\modules-2\files-2.1\com.ibm.icu\icu4j\61.1 and creating a folder with the file's SHA1 hash as its name, and putting the file inside. I then repeated this for the .pom file, the sources jar, and the javadoc jar (this might not have been necessary but whatever).
