Users should be able to import their own vulnerability records and have them added/updated to t_vulndata. Ideally this would be done via a CSV import/export to t_vulndata.

additionally backing up and restoring the "static" data such as t_vulndata, t_vuln_refs, t_vuln_references, etc would be good.
