Steps to Reproduce

Open the editor in Hebrew.

Operating System and Browser

Windows Edge
Note: Firefox and Chrome on Windows are fine.

In the past this has meant that the blocks are getting laid out/measured before they are visible, and getting bad reports on text sizing when not visible. This has especially been a problem in Edge and IE.

It appears that Edge has known issues with bidirectional text: https://developer.microsoft.com/en-us/microsoft-edge/platform/issues/12133259/
This has been open for more than a year, and references a related issue that's been open for several years.

It's going to take investigation into whether there's any valid bidirectional SVG code that can render correctly on Edge.
