Add separate RAJA kernels for ArrayData based on allocation on host or device #180

Users may choose to allocate ArrayData (including all the pdat datatypes that use ArrayData) on the host even when the GPU device is available. This PR splits the RAJA kernels inside ArrayData to launch on the host or device according to which memory resource was used to allocate the data.
