This PR is the counterpart of
LLNL/CHAI#218
LLNL/RAJA#1434
It is meant to switch to the new specs in the shared CI as specified in
LLNL/radiuss-shared-ci#15
It also updates the CI on ruby to the new toss4 software stack.
