A validation test for galaxy position angles. A complete run of this test is here: https://portal.nersc.gov/project/lsst/descqa/v2/?run=2018-02-23_35 As far as I can tell, only protoDC2 has this information, so all the other tests are skipped.

I've implemented actual pass/fail criteria as well--let me know if this was not the right place to do it.
