Description

• In this pull request, I have updated the templates for issues and pull requests to be more comprehensive. They now include fields for problem context, problem reproduction steps, expected results, actual results, and system specifications (if relevant).

Motivation and context

• The change was necessary to streamline the process of issue/pull request creation and ensure we gather all necessary information upfront. This is part of an effort to improve our project management processes and make our work more transparent and collaborative.

How has this been tested

• The new templates have been tested in a separate branch and have been reviewed by multiple team members. They have also been tested against different types of issues and pull requests to ensure their versatility.
