[sql] Correct grauberg chigoe levels

What does this pull request do?

This update lowered the levels of Chigoe in grauberg specifically because lvl 75 players were afk farming xp... lol

This PR corrects their levels to reflect the levels in retail currently (discovered while camping Sarcopsylla)

Edit: also while implementing the NM we found that Demon Blood drop rate for chigoes was incorrect.

Go to grauberg_s, see the levels of chigoe are the lower levels
