What does this pull request do?

• Updates Text IDs, Version, Titles, and NPCs for May 2024 Update
• Adds plaudits to char_points and 0x110 S->C packet

Steps to test these changes

1. All NPC dialog should function as expected
2. Plaudits should be displayed in quests menu
