We should have a script to convert the KIT maps data to AnnotationPages with Annotations.

Get mapping from individual map images to the Manifest that they are part of (not a code issue)
Infer third GCP from the two known corner GCPs (top-left and bottom-right)
Convert spreadsheet to annotations
Group annotations in annotation pages
