Is your proposal related to a problem?

Once in a while you see a user who is just spamming or creating spam communities. It would be nice to be able to report said user to the admin.

An API to report a user.

I think this can easily lead to problems where users start reporting everything to admins because they consider it so important when its really not. #2414 sounds like a better solution.

I don't really think that's a good reason to exclude this feature. If people started doing that the admins can simply tell them to stop and punish people who don't. Such a feature though is important because for malicious mods it doesn't make sense to send them the report, as they would just reject it. The other feature would just create a bigger workload for admins since it would mean even resolved reports would be seen by them. Also passing reports to community mods in the case of malicious moderators can do more harm than good because said mods can harass the user, or encourage harassment of the user for reporting.

Similar things can be said about auto forwarding reports to all relevant instances.
