This patch was sent to the connman mailing list after a conversation Lukas and I had with Daniel Wagner at ELC Europe about persistent issues with initial NTP sync on pi hardware where slow-loading USB wireless drivers can cause the first sync attempt to fail and then it's a 7200 second wait before connman makes the next attempt.
Upstream merge is pending on feedback that this approach solves or improves the situation. This PR can either be merged to enable broader testing as we move towards LE 9.0 alpha releases, or left open as a team reminder that we need to find candidate users with the problem, and get them test images so we can provide feedback.
