util-linux: Add systemd service, timer for fstrim #2399

These are the upstream fstrim.service, fstrim.timer. It's easier to just add those than to build util-linux "--with-systemd".
I don't have drives to test.

Currently this is not possible cause we have systems without RTC. There is no way to tell in systemd when connmand syncs the network time. connmand-wait-online only waits for an ip adress. I tried systemd-timesynd but it will not start before time-sync.target is reached because of connman.service.
That will cause fstrim to run on every boot and this could be considered harmful, so I'm closing this PR.
