I've built Amlogic images which appear to be fine, but I don't have WP/WC hardware to boot test 3.10 images with and the few remaining staff who do aren't responding to requests. I'm going to merge and if there turns out to be an issue we'll consider partial reverts. |

This PR updates gcc-linaro toolchains to latest
4.9.4-2017.01and7.3.1-2018.05.I have tested this on Rock64 (
gcc-linaro-aarch64-linux-gnu) and Tinker Board S (gcc-linaro-arm-linux-gnueabihf) without any issues.This needs testing on Amlogic before going in.
