texturecache.py/bcmstat: new packages

This adds some some Python-based scripts that can be useful for maintaining Kodi artwork (plus other things), and monitoring Raspberry Pi statistics.

for texturecache.py it would be really nice if we could ship an default cfg prefilled but I am not sure (never tested) if it works with the plain default user/pw?

The texturecache.py defaults will work with a completely stock Kodi installation and a .cfg is not required.
