AV1 builds with NEON. Which isn't a good idea when NEON isn't supported (ie. RPi).

aom should just be removed in favour of dav1d #3069

I don't have an issue with that, but for now aom breaks the RPi build of tvheadend42 as it tries to compile NEON asm.

If #3069 merges before this PR then this PR can be closed.

In that case aom acts as encoder, dav1d is an decoder.
